PUBLIC SAFETY COMMITTEE MEETING MINUTES
THURSDAY SEPTEMBER 24, 2009
10:00 A.M.

Kathy Bennett called the meeting to order at 10:00 a.m. on Thursday September 24, 2009.

Roll Call
Public Safety Members present were April Bender, Cindy Etchemendy, Jayne Kraybill, and Kathy Bennett. Jamie Shulze was absent. Village Administrator and Lawyer, Bruce Kelly and Dave Wallace, Public Safety Director, were also present.

Carbon
Monoxide Detectors Ordinance Update
Kathy said the Ordinance did in fact, pass unanimously before the Council. She handed out several documents on the cost of purchasing several types of carbon monoxide detectors and discussion followed as to where they need to be placed. Dave gave a talk on CM detectors and said they need to be in homes, etc., where propane is used, woodstoves, fireplaces, etc. Bruce said he would put this information in with the water/sewer bills.

Contagious
Diseases in the Ski Valley – What to do about it.
Kathy talked about H1N1 (Swine) Flu and asked for a discussion on how we would handle this in the event H1N1 was reported in the Village, especially during the busy ski season. She recalled the contagious event that occurred last year when the Florida Ski Club brought in an extremely contagious gastrointestinal disease to the Snakedance and talked about the epidemic we had here when this happened. Acccording to documentation found on the Internet, businesses could expect to be down on their number of employees by at least 25% should the H1N1 virus hit the ski valley.
Lengthy discussion followed. Bruce said we need a plan. What if we lose our officers and snow plow drivers to H1N1 during the winter? Bruce said if employees of the Village come to work sick, they will be sent home. We also need a plan, a ClearingHouse, of sorts, to notify everyone of the existence of H1N1 in the Ski Valley; a health alert. The committee talked about shots v.s. mist. Kathy handed out a one-page summary of information she found on the Internet. Bruce said he would rework the one-pager and include it in the water/sewer bills. Everyone is strongly urged to get BOTH the flu shot and the H1N1 flu shot. Mogul Medical will provide these two injections to all volunteers (EMS and Fire) prior to the beginning of the season. Kathy said she would e-mail Quigley to see if he can provide these two immunizations to others like TSV, Inc. employees/ski patrol, etc., and inquire as to the cost for people who are not covered by the Corporation or the Village.
All restaurants in the Village should have hand sanitizers for everyone to use. Perhaps hand sanitizer stations could be set up at various sites. Jayne talked about the hand time clocks used by TSV, Inc. There are sanitizer wipes at each time clock, but they leave a messy residue on the clocks. Other methods of prevention were discussed and are on the one page handout, i.e., stay home if you are sick; wash hands often; don’t touch your face with your hands; eat meals with a fork or spoon, sandwiches could be a hazard. Sneeze into the crook of an arm at the elbow to prevent germs spreading thoughout the air. Basic stuff, but helpful.
Kathy handed out a 25 page document titled “H1N1 Influenza Management in Hotels” and emphasized the fact we need to get this document to all hotels, condo owners, etc., prior to the season. Cindy said she would make certain the Chamber had this document and would distribute. Everyone present wrote down the Internet address for this document. It is www.ahla.com. The H1N1 Guide can be found at the bottom of the first page of their website. This document can also pertain to TSV, Inc. It’s lengthy, but well worth the read and implementation.

Reports
A.
Police
Department
Dave Wallace reported that the Village has had 3 burglaries and one breaking and entering. He talked about a suspected burglary ring. These burglaries intailed cutting phone lines so alarms wouldn’t go off. Dave is working with the State Police, Taos Police, and the FBI because they are suspecting this is interstate. Dave also mentioned that our cameras are down in the Amizette area, due to a heavy windstorm, or something, that caused damage to one of the cameras. Dave said parts have been ordered and the cameras will be mounted on poles this time, not signs. They should be up in about a week or as fast as Dave can get them re-installed.
B.
Fire
Department
No fire department activity this month. A Fire Academy was held in Red River where we provided 4 new members of our fire department and 3 instructors. Dave and Bruce talked about putting the old fire truck out to bid for a minimum bid of $100, if we want to sell it. Dave said he may have someone in Colorado and/or Oklahoma who are interested.
C.
EMS
Department
Kathy said there will be a two-day EMS Conference in Red River this coming weekend and said several EMT’s will be attending.

IX. Date, Time, and Place for the Next Meeting
The next meeting of the Public Safety Committee will be scheduled sometime in November, prior to the opening of the Ski Season.
