PUBLIC SAFETY COMMITTEE MEETING MINUTES
TUESDAY, JULY 14, 2009
10:00 A.M.
VTSV VILLAGE OFFICES
Kathy Bennett called the meeting to order at 10:00 a.m. on Tuesday, July 14, 2009.
II.
Roll Call
Public Safety Members present were April Bender, Cindy Etchemendy, and Kathy Bennett. Jayne Kraybill and Jamie Shulze were absent. Village Administrator and Lawyer, Bruce Kelly and Dave Wallace, Public Safety Director, were also present.

Approval of
the July 14, 2009 Agenda

Old Business
A.
Carbon
Monoxide Detectors Ordinance Update
Kathy updated the members of the Public Safety committee as to the status of the ordinance requiring all residents/rental properties to have carbon monoxide detectors. The Council unanamously passed the ordinance 4-0 at the last Council meeting. Cindy said we should make it easy for people to get these detectors by telling them were they can be purchased and how much. Bruce said notification of this ordinance will be sent out with the water/sewer bills, and other means of notification.

A.
Music
Festival August 15th
Cindy said if we had any questions about the festival to go directly to Hanno Blake as he is working with Ali. Patrick Ludwig is the consultant for the event. Dave said he would do the operations plan and will talk at the EMS meeting on July 27th, regarding this event. Also on August 14th, the Stray Dog will host a band. The picnic license for the Stray Dog was discussed.
A lengthy discussion was held regarding the August 15th festival.
B.
When is a
Dumpster NOT a Dumpster
Kathy told everyone about the people who threw their trash on TOP of the Dumpster instead of opening the door to the compactor. She said Neal and son, Scott, climbed up onto the Dumpster and threw the trash in the compactor. Kathy requested a sign at the compactor telling people “this is not a Dumpster” etc. Bruce said he would handle it.
C.
Rock
Landscaping on Twining Road
Kathy asked Bruce to take a look at the new rock landscaping at the new house on Twining Road at the O.E. Pattison intersection. She thought they might be a little close to the road and found it difficult to get by them with another car coming the other way. This could be a problem in winter, as they could possibly break a snowplow if covered with enough snow. Bruce said he and Don would check it out.

Reports
A.
Police
Department
Dave Wallace helped out the Town of Taos Police Department during the weekend of the motorcycle rally. The event went okay; problems afterwards. Sammy Trujillo will be gone the month of August for surgery. Dave will have help from Taos and State Police on August 15th for the music festival.
B.
Fire
Department
No fire department activity this month. It is possible that the Seco Parade on the 4th of July could be in the ski valley next year. The State Police don’t like Route 150 being closed so long.
C.
EMS
Department
Dave talked about a bicycle wreck on route 150. Said there is a meeting of the EMS Department on July 27th at the Edelweiss.
VIII. Miscellaneous
A. More Events in the Village this summer
It was mentioned that the weekend after the August 15th music festival is the Up and Over races. Octoberfest is scheduled for the weekend of September 5th. Tom Udall has been invited to this 2-day event.
B. Special
Events Ordinance
This ordinance is currrently in effect, but Staff has proposed changes to it and it will be presented to the Village Council at the August meeting. The changes eliminate things like weddings, etc for private parties in the Village. The changes say a permit is needed if the event is “open to the public and is for 50 or more people.” Discussion was held.

Village Council that they approve the changes regarding specific events that
are open to the public and will have 50 or more people.

IX.

Place for the Next Meeting
The next meeting of the Public Safety Committee will be scheduled sometime in September, after things start to calm down.
