COMMUNITY DEVELOPMENT JULY 2010 REPORT


I. Roads Coop:

       A.          As a result of excess fill material from the water tank project, The Village has been able to initiate a major road project along Porcupine Road. This entails a massive fill in order to straighten the road at the second switchback below the existing water tank.

        B.         The Village will also begin a test project for dust control , drainage and blading of Twining Road below the Phoenix Switchback. This is set to begin construction on July 7, and be completed in about one week.

 

II.                Kit Carson Three Phase: The village is currently working with individual owners to connect to the underground three phase as

                     applicable from completed work during the 2009 season.

Note: At present, the Village cannot require individuals to cooperate with the transition from overhead single phase to the three phase underground. This has become a burden to the Village and Kit Carson as attempts to upgrade the electric system are compromised in the efforts to eliminate overhead lines and distribute loads on the entire three phase system. This is an all or nothing proposition and it appears that staff will recommend mandatory hookups to residences via ordinance.

 

III.               The core area tank and PRV installation has commenced construction and is proceeding behind schedule at the present time. Staff will be meeting with the contractor and NMED officials to discuss how to keep the project on track.

 

IV.               Staff is hopeful to begin construction of the phoenix springs Chlorination and metering station subject to NMED Environment approval of engineered plans and specifications

 

V.       Design of the wastewater lift station in the Kachina area is progressing and will be constructed during the 2011 season.

 

VI.               Staff is continuing to work with landowners in the Kachina area in order to formalize a proposed tank site and access and utility easement.

 

 

 

VI.               Staff is also working with TSV Inc. In order to facilitate infrastructure improvements for the Pioneer Subdivision. The proposed river crossing (culvert) for subdivision access is currently being evaluated per U.S. Army Corps of Engineers and NMED recommendations and is on hold at this time.

 

VII.              Staff has met with representatives of the USFS with discussions to evaluate areas needed by the Village for consideration for acquisition of lands deemed suitable under the Town Site Act. This is in conjunction with preliminary engineering studies for recommendation for a new wastewater treatment plant.
