RATES WORKSHOP MINUTES

Mayor King called the meeting to order at 9:00 a.m. The notice of the meeting was properly
posted.
II. INTRODUCTION
OF RE-ELECTED COUNCIL AND
Mayor King, Councilors Bennett, Stagg, Wiard and
Wittman were present. Staff members present included Village Administrator Bruce
Kelly, Village Clerk/Treasurer Vanessa Chisholm.

IV.
UTILITY RATES WORKSHOP
Bruce Kelly introduced an excel spreadsheet with
various formulas proposed for rate changes and a simpler way of billing for
water/sewer. He emphasized the goals and
asked for a consensus of the Councilor regarding these goals.
Goals stated were:
1. Pay for
operating and maintenance of the water/sewer system
2. Create
a reserve account
3. Distribute
costs equitably throughout the Village
4. Simple
rate structure
5. Require
developers to pay a fair share of increased use within the system
Discussion was held regarding Equivalent Residential
Unit (EQR), fixed costs and variable costs, and a lower fixed rate. The spreadsheet allowed Councilors to readily
see different rates by simply changing constants in the formula. It was determined that the Village needs
$639,000 to support the water/sewer system.
Kelly had proposed a $35/month fixed charge which allows for the first 750
gallons of water used to be, plus $0.0634/gallon usage after that. Much discussion was held on these
formulas. It was determined that the 750
gallons incorporated into the fixed charge should be removed. In the end it was determined that perhaps
$35.00 was the proposed fixed monthly charge and all other charges are for
usage only; to be determined whether or not it would be $0.0634 or $0.0534 or a
figure close to this.
Kelly presented previous year’s annual water and sewer
revenues and usage. It was determined
that whether or not the Village experiences a bad season, it doesn’t make a lot
of difference; the amount of water used within a year is consistent within
500,000 gallons.
Staff will continue to work on the rates and hope to
have final figures by the end of the summer.
