ADMINISTRATOR’S REPORT

March 2010

We have paid the bills for the water line.  We are still awaiting re-imbursement from the State, but should get it soon.  After we use up the Legislative appropriations on the project, we’ll next use the loan money from the Water Trust Board.  Finally we will be able to use the grant funds.  When we start our work together on the budget, we’ll discuss the issue of paying for the Kachina tank.  Right now we are obtaining the Preliminary Engineering Report (PER) for that project.  It should be ready within a few weeks.  We will then continue to follow the NM Environment Department’s rules for bidding that project, assuming we have agreed on how to pay for it.

The winter cold of February has kept the Public Works people busy.  Numerous water line breaks, although mostly on the consumer’s side.  This still requires us to expose and shut off their valve and make sure the meter doesn’t get frozen.  The Snow Bear had a major break underneath their building, but luckily the water did not go into our sewer system.  Our crews had to be called back to work and were here past midnight, again, on that break.  After some false starts, the centrifuge is working perfectly.  As spring break approaches, we should be ready to handle the crowds.

The staff has met and discussed major capital expenditures in the next budget cycle.  Other than the ones we have pending relating to water, nothing major will be proposed.  We have submitted for the Collaborative Forest Restoration Project funds.  The final proposal contains time from me, Don and Dave to offset our contribution.   Kent Sharp has submitted our application for the Town Site Act.  I’ll need to schedule a meeting with the new District Ranger, Jerry Mantel, and discuss it with him, but I am thinking it best to wait until the season finishes and maybe until the snow melts.

As you know, there was a major explosion and fire on Snowshoe.  The Fire Department responded rapidly, but because of the nature of the explosion, nothing of the structure was saved, except for some windows that went flying through the air when they were blown from the structure and landed in the snow.  Some even ended up in trees, 20-30 feet from the ground.  They were Pella windows by the way and very little of the glass was broken.  We will show some pictures of the fire at the meeting.  Our firefighters deserve thanks for their rapid response, especially the Mayor and Councilor Bennett, who live right next door.  The LP gas bureau and State Fire Marshall will be here on Wednesday the 3rd investigating the cause of the explosion.  Dave Wallace will discuss the water issues raised by this fire in his report.

Unofficial results of the election are that all the incumbents won re-election.

Other items will be discussed in our agenda items.
