ADMINISTRATOR’S REPORT

We shut down the core water tank project for the winter.  We couldn’t work on the leak as it was under the ski trail and the weather turned cold, allowing the Ski Valley Corp. to make snow.  We couldn’t dig up the trail, so we’ll work on it in the spring.  The PRVs are mostly constructed with one connected, but we’ll also finish connecting them in the spring.  Several construction companies came up to look at the ground for next summer's projects, so we’ll bid them in March.  Financing is mostly in place, but we’ll see how the bids come in.  I am also awaiting the Preliminary Engineering Report for the upgrade for the treatment plant.  Once I know how much it will probably cost, I’ll seek money for the project.  I have, however submitted a request for an appropriation to Senator Udall and will meet with a member of his staff on the 10th.  The work on the stairway is taking longer than expected.

The money we paid out this summer from our operating budget has now been returned to us from the legislative appropriations, so as we approach the slow period for GRT receipts, we will have sufficient funds to carry us through February, when the GRT increases dramatically.

November has been a slow month, as we finished construction and waited for the snow to fall.  Staff will report on their projects.

I attended the NM Municipal Lawyers meeting last week in Albuquerque.  Some of the topics discussed involved cell towers, (What is the difference between 4G and 3G?  1G) land use update, medical marijuana, condemnation and pornography.  Santa Fe’s public nudity ordinance sparked much debate.  The World Naked Bike Ride was scheduled for Santa Fe last summer.  It didn’t create much of a controversy, except in the press, until it reduced itself down to a few local riders who happened to schedule their ride at the end of the Santa Fe rodeo parade.  Since children were gathered to watch that parade, it caused a stir among a certain segment of the population and ended up generating the anti-nudity ordinance.  It is rumored that since the 2011 ride was going to be in Santa Fe, they are looking for another nearby place to have it.  The medical marijuana presentation was also interesting because the state statute that authorized it directed the state Health Department to issue regulations.  The regulations focus on safety issues and ignore issues such as zoning and places of use.  Finally, the condemnation session was very good, as the Department of Transportation explained how they have done it for many years.
