ADMINISTRATOR’S REPORT

            July has been an eventful month.  On the 15th, I fired LCI2 as the general contractor.  They were stalling, had ordered the wrong materials and were not paying their subs/employees.  As a result, I notified the bonding company to take over.  They are supposedly accepting bids to finish the project on August 13.  In the meantime, after much struggle, Northern Mountain Constructors agreed to act as a temporary “general” contractor until the bonding company steps in.  The reason for the struggle is that the “general” needs to have a specific license and even though the concrete contractor continues to work, we need to have the permit in the name of a contractor with the correct license.  Before the concrete can be poured, you have to have an inspection by CID and they will only inspect if we have a general with the proper license.  They are scheduled to inspect tomorrow and the first pour will be later this week.  Hopefully we’ll get back on schedule.  I will be presenting a process to the council in September to “disbar” bidders on our projects so that we don’t have this sort of thing occur in the future.

There is now a big hole outside the Village offices; I call it the grand canyon.  A leak was discovered in the Rio Hondo’s water line in May.  It was temporarily repaired by our crew, but since it is on their side of our water line, they had to replace the line.  As usual they did not start until a couple of weeks ago and are making slow progress.  In the meantime we worked out a bypass for them. 

The Taos Regional Water plan committee met on the 13th.  It appears to me that they are trying to gain control of the water again.  I advocated that we should change anything as nothing has happened to warrant a change.  A”if it is not broken, why fix it” approach.  They still want to meet and another meeting will occur this month.  Don, Dav and I went to Albuquerque to attend the review of our CFRP proposal.  Although our plan received a number 1 rating (the highest), we were not funded as they felt there were better projects around the state.  This process takes a lot of time and energy to apply, so I’ll look long and hard before we try next year. 

I took a day trip to Durango to look at the approach by the planners for the ski resort there.  It was very impressive and incorporates many things that would fit well in our Village.  The trip to the resort was on a Wednesday in the summer and there were many visitors present using the lift and other amenities in the resort.  It is a destination resort, so I think we can learn a lot from their approach.

As the summer progresses rapidly, we are scrambling to finish projects and planning. We’ll give  verbal updates on the Municipal League, the Music Festival, the Water tank, the pressure reducing valves, the road improvements and Pioneer Glade at the meeting.
