ADMINISTRATOR’S REPORT

SEPTEMBER 2009

The NMFA and the Water Trust Board held a hearing on August 24, 2009.  At that time, the Water Trust Board approved a settlement agreement that stated that the Albuquerque Bernalillo County Water Users Authority’s application would be the number 1 approved project on the 2010 list without the requirement of another application.  The Carnuel application would also be funded in 2010 and they can be reimbursed for expenditures on their project, up to $1,000,000.00, for 2009 expenditures.  The Board then re-approved the awards made in May, 2009, which means that our project was approved for $2, 507,000.06.  We have sent a notice of award to LCI2, triggering their bid bond.  They have sent to our engineers their proposed ductile iron pipe specifications for approval.  We should be signing the contract this week and sending out a notice to proceed.  We are hoping to have the PRVs in ground and attached this fall.  We will also have some pipe installed, especially in our roads..

The construction on the replacement building has yet to start.  The building has been ordered and is being manufactured to our specifications.  We think the contractor will pour concrete within the next two weeks.  We are still awaiting survey data for the Kachina tank.   The centrifuge sludge drier bids were received on the 27th and will be discussed later on the agenda.  I applied for ARRA funds for the leak detection system and was told that the monies, if we are successful, will be available in December.  The NM Finance Authority specialist was very happy with our application, saying she loves to get them completed early.  In the mean time, Ray has been searching for systems that are compatible with our meter reading system so we can send the bid forms to them.

We have received further communication from the Forest Service with regard to the Kit Carson line extension, saying that Kit Carson COOP needs to apply, not the Village.  We have passed this along to Kit Carson, but I’m sure I’ll have to see Luis to follow up.  We have not had a chance to do much else on the office, but are hoping to get the stairway improved for more light and safety.  I have a call in to Gus Foster, the photographer who does 360° views of things.  He has done one ofrom the top of Wheeler Peak, so I thought it would be nice in the office if not too expensive.  The public have commented positively on the photos we have already put up, thanks to the Mayor.

I have asked that Vanessa, Ray, Don and Dave attend the municipal league meeting in Albuquerque.  We have a variety of projects pending and it is important that they meet with others in their field to discuss the way to handle those issues.  I will be attending both the administrators and the lawyers sections as time permits.

We will have some personnel issues to discuss in the closed session as we get ready for the fall and winter.

Finally, I will be gone for a few days in September to Montana.
