ADMINISTRATOR’S REPORT
NOVEMEBER 2009
October was a busy month. The water line project was able to make it down the hill from the new water tank site and around the resort center before the snow fell and the ground froze. The storage building is essentially complete and the centrifuge was delivered. Installation is taking some time, but it should be up and working shortly. Our biggest problem has been the financial mess that the State is in. On the 30th, I received notice that all capital outlay funds were voided and would be reinstated only if we had a procurement order or a third party contract. Supporting documentation has to be submitted by November 15. I think we’ll be able to continue with our existing projects. I’ll be checking on the Water Trust Board funds as we only have a contract for the PRVs and the core water tank. I’m hoping we don’t lose the extra funds for the Kachina tank. The only other project is the centrifuge, but we plan on paying for that out of the loan funds that we are already paying back. I’ll be talking with the various NM Department heads this week to make sure we get the money.
I attended the Infrastructure Finance meeting in Isleta. I was familiar with most of the issues raised. I wanted to learn more about utility rates, but the only think they did was tell you how to calculate them. Essentially they taught everyone to do it the way that we do the rates. They did point out that no matter what way you use to calculate the rates, not everyone will be happy. They also talked about where to obtain funds to finance your projects. Most of the methods we have already explored, except for the bond financing. I thought that the presentation by RBC Capital Markets was helpful, especially by explaining the way that bonds work and the language used by the people in the bond markets.
